New York State Police arrested two teens, a 17-year-old and a 16-year-old, following the death of a 15-year-old on Wednesday afternoon.

Police say while a trooper was patrolling Clove Branch Road near Henry Drive in Hopewell Junction, a teen was observed clinging to the passenger side of an SUV traveling in the opposite direction.

The trooper turned around to catch up to the SUV and when he found the teen in the road. Police say the trooper tried to help the teen as the SUV fled the scene. The teenager later died at the scene.

Two occupants of the SUV were arrested later Wednesday night. Both are charged with second-degree manslaughter.

The 17-year-old was arraigned and remanded to the Dutchess County Jail in lieu of $200,000 cash bail or $400,000 bond.

The 16-year-old is scheduled to be arraigned on Thursday.

The road was closed for several hours as police investigated the incident.
