Things heat up in the NY Senate as session winds down

Things heated up in the Senate on Tuesday, as once again things were stalled.

“I was firm in my belief that the rules were not being followed,” Senator John DeFrancisco (R-Syracuse) said.

Sen. DeFrancisco got a little heated on the Senate floor when a hostile amendment started to be discussed.

Hostile amendments are nothing new, and this one on women’s reproductive rights, has been brought up before. However, the Republicans believe that once the amendment has been added and accepted, it can not be discussed until the vote three days later. So when the Democrats tried to discuss it, the Republicans withdrew their acceptance of the amendment and left the room to go to committee.

“I tried to explain to the Lt. Governor that it’s out of order, otherwise any bill that was plopped on the desk could start a debate immediately.”

According to the Senate Democrats, they had a deal with the Republicans to allow the amendment on reproductive rights to at least be heard on the floor, which they believe was not upheld.

“There was no adherence to that conversation nor was there an opportunity to really have a vote,” Senator Andrea Stewart-Cousins (D-Yonkers) said.

The Senate passed over 100 bills on Monday, belonging to both Republicans and Democrats. Most of those bills were housekeeping bills or stuff that just needed to get done.

When it comes to the bigger items such as this bill on reproductive rights, gun control, and others, the Senate Republicans have been mostly refusing to allow them to progress far enough for a vote.

“They would not allow Senator Krueger to even speak on the issue. They are just so terrified of talking about women’s health,” Sen. Stewart-Cousins said.

Sen. DeFrancisco says he would not let this amendment go through for a vote because it should be voted on as a stand-alone bill, not an amendment.
