(NEWS10) — Schools across the state breathed a sigh of relief after the state announced they would be getting additional financial help for the 2021-2022 budget. Local school districts are responding in kind by proposing tax levies that don’t exceed the state’s tax cap.
Out of more than 70 local school districts, not one has proposed a tax levy that exceeds its tax cap. A couple has proposed a decrease in taxes for homeowners as of May 5.
The New York State Comptroller’s Office determines how much districts can increase their tax levy using a complicated formula. School districts had to begin complying with a tax cap beginning in 2012.
Comptroller Thomas DiNapoli issued a warning to school districts when the tax cap was released for the 2021-2022 school year in the middle of January.
“School district and municipal officials must remain fiscally cautious to stay under the cap as they prepare their budgets. The financial impact of the COVID-19 pandemic, combined with a levy growth rate of 1.23% and below 2% for the second year in a row, means they must examine their budgets more closely to control expenses,” he said.
The tax cap was lowered from 1.81% for the 2020-2021 school year to 1.23% for the 2021-2022 school year. Tax cap calculations take into consideration inflation, total taxes levied from the prior year, and tax base growth. School budgets with proposed tax levies over the tax cap can be overridden with at least 60% approval from voters.
