Local landlord cedes property after flash flooding


ALBANY, N.Y. – Clean-up continued in Albany after Tuesday’s flash flooding, but one landlord said he’s giving up on his property after the high waters destroyed his building.

A parking lot in the back of Elberon Place in Albany looked like a lake after the heavy rain fall.

“It comes from the front to the back,” Luigi Benincasa said.

Benincasa has owned and rented a building on Elberon Place since 2008. As water gathered in the back alley, it dug five feet into the ground and submerged cars.

“It was four to five feet of sewage,” Benincasa described.

Even his car was caught in the flood.

“It was probably under four feet of water,” he said. “It’s probably not any good anymore.”

His building was also destroyed by the water. The basement level apartment was covered in sediment, and its tenants were forced out.

“I’ve pretty much given up on this property,” he said. “That’s a third of the income of the building gone to waste.”

Benincasa said the area has flooded six times since he bought the building, and he said the city has been reluctant to fix the drainage problem.

“I’ve pretty much just given up on the city helping us because they haven’t since 2008 when I first bought the property,” he said.

Benincasa has decided to gut and clean the unit but not repair it for use.

“I’d hate to see this happen to tenants in the future,” he said.

He also said he cannot afford to fix up the property just to have it washed out another time.

“Why would you want to rebuild when you know it’s going to happen again,” he asked.

No one in the apartment was injured during the flooding, but a lot of property was lost. The area is not considered a flood zone, so none of the owners can get flood insurance.
