State Police: Two men accused of luring rape victim with phone app
PLATTSBURGH, N.Y. - State Police arrested two men for the alleged rape of an 18-year-old woman.
According to police, they arrested Reginald Normil and Fernando Francois, both 22, on July 3 for an alleged rape that took place on June 21 at a Plattsburgh hotel.
State Police say the victim used the app “Meet Me”, which allows users to enter their zip code to meet people in their area.
When the victim met with the suspects, police say they provided the female with alcohol. The men are accused of then sexually assaulting the female.
Normil was charged with rape in the first degree, unlawful imprisonment in the second degree, assault in the third degree, and unlawfully dealing with a child in the first degree.
Francois was charged with unlawful imprisonment in the second degree, forcible touching, and unlawfully dealing with a child in the first degree.
Both suspects were arraigned in the Town of Plattsburgh Court. Normil was remanded to the Clinton County Jail in lieu of $100,000 cash bail or $200,000 bond. Francois was remanded to the Clinton County Jail in lieu of $3,000 cash bail or $6,000 bond.
