KINDERHOOK, N.Y. - State Police say they have arrested a man after he was driving with two flat tires.
According to State Police, troopers observed Michael Phillips, 53, traveling on State Route 9H with two flat tires early Saturday morning.
While conducting a traffic stop, Troopers determined that Phillips had struck a guide rail, left the scene of the accident, and was intoxicated.
Phillips was arrested around 1:30 a.m. Saturday and refused to provide a breath sample. He was issued tickets to return to Town of Kinderhook Court.
