ALBANY, N.Y. - Advocates are speaking up for abuse victims who are unable to speak for themselves.
Tuesday is "Voices for Animals Day," and groups from across the state will be urging lawmakers to take up animal protection legislation.
One of the biggest topics this year is a bill that would improve adequate shelter laws for dogs kept outdoors. Earlier this year, several dogs were removed from a kennel in Sprakers after they were found in bad condition.
Authorities say the owner did not provide the proper shelter for the dogs.
