Bill to regulate pet sellers, breeders introduced

ALBANY, N.Y. – Unscrupulous breeders and pet shop owners are the focus of a new proposal officially announced by Albany County lawmakers Tuesday.

The legislation, known as Local Law “C”, which covers both dogs and cats, was introduced on Tuesday. If passed into law, it would be the first of its kind in New York State, as well as the toughest standards set so far for breeders and sellers of dogs and cats.
 
One local couple,whose puppy died days after buying him, applauded the proposed restrictions on pet breeders and pet shops. 

Albany County lawmakers say many breeders already abide by pretty high standards, but this law really targets unscrupulous breeders and sellers.

This Local Law will:

  • Enforce that if any violation of this Local Law occurs, it will be a civil offense with a minimum fine of $100-$500 per violation.
  • Require the permitting of pet sellers, with permits being given only to sellers in compliance with this Local Law as well as other animal protection laws.
  • Provide consumer protection to Albany County pet buyers.
  • Provide for regular inspection of pet sellers and breeders, to ensure they are providing minimum standards of care for animals; related to housing, sanitation, feeding/watering, handling, veterinary care, exercise, fire safety and grooming for every dog or cat in their custody or possession.
  • Ban pet sellers in Albany County from knowingly importing, offering for sale, selling or bartering any dog from a source breeder that does not comply with the standards of care in this Local Law.
