Cuomo signs popular vote bill

ALBANY, N.Y. - New York has jumped on the bandwagon to give more power to the voice of the people in presidential elections.

The "National Popular Vote Compact" is an interstate agreement to award electoral votes to the candidate who wins the popular vote, but it's only triggered when there are enough participating states to reach a majority.

Right now, New York and nine other states, plus the District of Columbia, are on board, accounting for 165 of the 270 electoral votes needed to reach that majority.

Governor Cuomo says the measure will help ensure candidates appeal to all voters, not just those in swing states.
