Changes to standardized testing yield from recently passed budget

ALBANY N.Y. – Governor Cuomo is calling the 2014 state budget a "Grand Slam" with the state legislature passing it on time for the fourth consecutive year.

One of the big items in the state budget, Governor Cuomo says, is a massive investment in education.

Leaders passed a $1.1 billion dollar increase in state aid for high need school districts across the state. The budget also calls for $340 million dollars in universal pre- kindergarten and funding for charter schools. Concerns about Common Core were also considered.

Common Core testing began Tuesday for students across the state, and a number of parents have opted their children out of the assessment.

Some parents say that schools are putting too much emphasis on the testing and others say schools did not properly prepare students for the tests.

GOP Governor hopeful Rob Astorino of Westchester County is one of many parents who have opted out their children from the testing.

The recently passed state budget puts into law a series of recommendations to improve the implementation of the Common Core.  One revision prohibits standardized bubble testing for children in pre-k through second grade.

A second amendment, English and math Common Core testing for grades three through eight will be not used against students, nor will it appear on their permanent records.

Changes also limit class time that can be used for standardized testing and test preparation.

Students in grades three through eight will be taking their English assessments for the next three days. The math assessments begin at the end of this month. This will be the second year that the assessments will be based on the Common Core Learning Standards.

The Governor says that there is still work to be done, including teacher evaluations and the Common Core, which he hopes to address by the end of his session.
