ALBANY, N.Y. – Police say they have arrested two men following a loud house party on Hudson Avenue over the weekend.
On Sunday around 3:20 a.m., Albany Police Officers responded to 470 Hudson Avenue for a report of a loud party. Upon arrival, police say they witnessed several people inside and outside of the home consuming alcohol and causing excessive noise.
According to authorities, as officers were attempting to lower the noise at the home, one of the residents allegedly urinated off the rear staircase and directly onto a uniformed police officer.
Albany Police say Noah McCall, 19, was apprehended on the second floor and placed into custody. He was charged with Reckless Assault 3rd.
Officers say they also found a resident of the home to be in possession of metal knuckles.
Luca Quinn, 19, was arrested at the scene and charged with Criminal Possession of a Weapon 4th. McCall and Quinn have been arraigned.
According to Albany Police, officers observed unsafe conditions in the home during their investigation on Sunday morning. They requested building and codes to the scene, when the home was evaluated. A representative from building and codes deemed the home unsafe and uninhabitable.
Albany Police PIO Steve Smith said the incident on Sunday was not the first time Albany Police responded to the home for a loud disturbance.
On August 30, 2013, around 12:15 a.m., officers responded to the Hudson Avenue home for a report of a loud party. Upon arrival, officers witnessed a large disorderly group inside and outside of the home consuming alcohol and causing excessive noise.
During the course of the August incident, officers also observed several safety hazards and requested a representative from building and codes to the home. The representative noted dangerous code violations and deemed the residence uninhabitable.
According to police, on November 9, 2012 at about 1:15 a.m., officers responded to 470 Hudson Avenue for a report of a loud disturbance. While investigating the incident, officers found a total of 14 people in the basement being exposed to what appeared to be an initiation for membership in an unofficial group or fraternity.
Officers say they witnessed several people lying face down on the basement floor with their faces submerged in water. Police say the individuals were being struck with wooden paddles and rubber hoses while being told to "beg for mercy" and having cold water from a garden hose poured on their heads.
A total of nine individuals were arrested as a result of the November 9, 2012 incident on charges of Hazing 2nd, Criminal Nuisance 2nd, and Unlawful Assembly, Obstruction of Governmental Administration, and Resisting Arrest.
