SCOTIA, N.Y. -- Two New York City women have been arrested for allegedly conducting illegal activities at a village massage parlor.

Feng Zhao, 49, and Li Fang, 50, both of Flushing were arrested after a joint investigation by the Scotia Police Department and New York State Police at the Mohawk Foot Spa.

"Being a small community, we almost always find out about criminal activity. When we do, we target those involved using all available resources, including assistance from our local, state and federal law enforcement partners," said Chief Pete Frisoni.

Zhao and Fang were both charged with the state Penal Law misdemeanor of Prostitution and the state Education Law felony of Unauthorized Practice of a Profession for providing massages without a license.

They were both sent to Schenectady County Jail on $10,000 bail each.

Chief Pete Frisoni of the Scotia Police Department said residents working and living along Route 5 in the village noticed one thing about the spa – the customers were all men.

He said residents and business owners began to approach the department with concerns about possible illegal activity.

Scotia officers said they did some digging online and found ads for the spa under adult services headings on websites.
