PUTNAM, N.Y. -- Putnam Town Council voted to keep the "Stand Back Policy" in place Wednesday night, after EMS was unable to help a local man, Daniel Harris who accidentally shot himself in the chest.
Emergency Management Director William Cook says EMS responded to the scene of a shooting within 5 minutes, but because dispatch heard a deadly weapon was at the scene they had to wait an extra 25 minutes before they were able to help the man.
Cook says the policy has been in place in Washington County for 20 years and is meant to keep first responders, who are mostly volunteers, safe.
