
ALBANY, N.Y. - In what many members call one of the toughest budgets in years, the Albany County legislature passes a 2013 budget with a tax increase more than three times greater than the state property tax cap.
Then, they passed the budget that includes a tax increase of 7 percent, by a three to one margin.
The county executive had proposed and 8.9 percent increase.
Legislators say it provides the flexibility needed to fund the county nursing home for the next year - saving 300 jobs at the home.
