
NEW YORK - As the cold air is settles in, Empire state residents are getting their first chance Monday to apply for help on their heating bills.
The Home Energy Assistance Program, or HEAP, has nearly $340 million to help lower-income New Yorkers pay their home heating bills this winter.
The funds are available on a first-come, first-serve basis, with applications being accepted through at least March 15th - or until funds run out.
