CLIFTON PARK, N.Y. - State police have arrested a man accused of opening a bathroom stall while a 12-year-old child was inside with their pants down.
Police have charged 51-year-old Scott Phillips, of Glenville, with endangering the welfare of a child after the alleged incident.
According to police, Phillips was at a sports complex in the Clifton Park area when he peered into an enclosed
bathroom stall where the 12-year-old child was using the toilet. Phillips allegedly unlocked
the stall door lock, opened the stall door, entered and closed the
door behind him. The child then pulled up their pants at which point Phillips told
the child "wait, stop, let me look."
The child managed to exit the stall without any interference from
Phillips.
Phillips is described as 5'5" tall, medium build, with
grayish brown hair and brown eyes.
