Mass. - Massachusetts Governor Deval Patrick is getting tough on utilities as Hurricane Sandy prepares to strike.
He says the state is monitoring the storm closely and he has given the state's utilities until Friday to submit plans for dealing with the storm.
Patrick does not want a repeat of last year, when the utilities met criticism over long-lasting wide-spread power outages after Hurricane Irene.
Sandy is expected to make its way up the east coast where it could combine with a winter storm - bringing rain, wind and possibly snow.
