Police: Man arrested after mooning incident

WHITEHALL, N.Y. - An 18-year-old Whitehall man has been arrested after police say he pulled down his pants during a dispute while a 4-year-old child walked by with his grandmother.

Whitehall Police say they responded to the area of Broadway and Gilmore Streets on Friday for a reported disturbance. Police say Steven Woodward Jr. was involved in a verbal dispute with another party on Broadway and allegedly dropped his pants to his ankles publicly baring his buttocks to the victim during the dispute.

The incident was observed by witnesses, including a 4-year-old child who was walking by with his grandmother. Police say the child saw the act and became up set and fearful of Woodward.

He was arrested and charged with Endangering the Welfare of a Child and Public Lewdness.
