TROY, N.Y. - Late Saturday evening, 46-year-old James D. Bell was arrested in the parking lot of Stewart's at 110 Hoosick Street in Troy.
Troy Police patrol units were investigating a drug complaint when they encountered a vehicle crossing the double yellow lines on Oakwood Ave.
They stopped the vehicle in the Stewart's parking lot and contacted the Troy Police Department DWI enforcement unit after the driver showed signs of intoxication.
James D. Bell was operating a car with four children under the age of 15 in the vehicle.
He was arrested for DWI and was found to have a prior DWI conviction from this past May.
He was charged with felony DWI, Leandra's Law, Felony Aggravated Unlicensed Operation and four counts of Endangering the Welfare of a Child.
He was held overnight and will be arraigned in Troy Police Court this morning.
