According to the Montgomery County Sheriff's Office the suspect drove by the girls twice, each time stopping and asking them if they needed a ride, and on the third time he got out of the vehicle and the girls quickly realized he was naked.
"Ultimately this male exited the vehicle, began masturbating in front of the two juvenile females, this caused them significant mental distress, they fled the scene on foot and that's when they contacted us," said Investigator Brad Schaffer.
According to the Sheriff's Office, the suspect, a white male between 25 and 30 years of age, fled the scene in an older, dirty, red or maroon four door sedan with dark tinted windows and a white license plate.
The sheriff's office said the two young victims couldn't have reacted any better.
"They told him no, they were authoritative in the no that they told him, they continued what they were doing which was going in the direction they were going, they called 911 when his behavior escalated, they gave great information when they called 911, the suspect description, both him and the vehicle," said Schaffer.
Residents are now left wondering, how something like this could happen in their normally peaceful community.
"Why would he come to such a rural area, this is all farm land you think someone like that would be in the city," said resident Peter Capobianco.
NEWS10 also asked the Schaffer if there is any chance the girls were making the story up.
"I would say that there is almost no chance of that, and the reason I say that is I had an opportunity to hear the 911 call the girls made and the terror in their voice," said Schaffer.
